HKC has performed several Phase I assessments for real estate management and financial companies. Our typical Phase I assessment consists of a site inspection to identify conditions that might impose environmental liabilities. Phase I assessments may include the following:

• Background data reviews, which include geological maps, aerial photos, historical records, and regulator databases
• Title search
• Identification of any suspected asbestos materials
• Preparation of maps drawn to scale
• Interpretations of the collected data
• Preparation of technical reports with Phase II recommendations

In addition to the Phase I steps above, sites that had chemical storage facilities or used chemicals in their operations are further investigated to determine subsurface soil and groundwater conditions. This investigation gives the interested party immunity from environmental liability.

If contamination is found above action levels, having the assessment performed will protect the purchaser's liability from past contamination and protect the seller from any further contamination. Subsurface investigation is a cost-effective method that protects the innocent while avoiding environmental liabilities and cleanup costs.
